Sir:-
With reference to my despatch Ho. 321 of June 25/
and to my despatch No. 722 of December 23rd, 1920, I transmit to you herewith six printed copies of a letter, A with enclosures, from the India Office on the subject of measures proposed by the Government of Buras, and approv by the Government of India, for the gradual reduction of th cultivation of opium poppy in the frontier tracts of Burna bordering on Yännan and the prevention of the smuggling of opium across the Burma-Yännan frontier.
2. As you will see, the measures now approved contem, plate (1) the entire prohibition of poppy cultivation in the Kachin Hill Tracts after the present season, and (ii) the
issue of an immediate notification of the intention of
the Government to control, after the lapes of two years, output of opium in the Northern and Southern Shan States Let
of the River Salween.
3. The letter from the India Office was not received
until after the letter to that offies, forwarding a copy of the letter from the Feking International Anti-Opium Associa- tion to the League of Nations (See Mr. Clive's despatch No. 655 of September 23rd and my reply to you No. 722 of December 23rd) had been drafted, and you should not,
